The IQ Energy Program is a financial instrument to promote energy efficiency improvements in the residential sector of Ukraine in line with European standards. The program was developed by the European Bank for Reconstruction and Development (EBRD) with the support of donors.
Energy efficiency projects to be supported will consist of investments in high performance energy efficient technologies for which energy efficiency levels can be expected to be at least 20% higher than the market average.
The technologies and materials included in the Technology Catalogue meet the high standards set by the EBRD based on proven methodology used in many countries.
As part of this programme, the EBRD works with financial institutions in Ukraine that provide loans to finance specified energy efficiency measures. More detailed information on loan conditions can be found on partner banks’ websites:

In addition to financing, the project provides its participants with consulting services on energy saving equipment and technologies.
Investments in eligible technologies and materials can qualify for incentive payments-compensation (grants) of 35% of the investment amount for individuals.
The program is supported by an incentive mechanism with grant funds totaling €15 million provided by the Eastern Europe Energy Efficiency and Environment Partnership (E5P) and a technical assistance grant for program implementation, provided in equal shares by the E5P and Sweden. An individual borrower can receive a compensation (grant) of up to €3,000. Compensation (grant) is 35% of the loan amount or investment in energy efficient technology (including installation and delivery). The grant percentage is 35% irrespective of the number of product categories in the Technology Catalogue.

Applying for grants under the IQ energy program for off-the-shelf energy efficiency projects is a fairly simple procedure that does not require too much time or effort – everything is online and requires a few steps to complete.
